Astral interference
Astral interference has been a fact of life for at least a couple centuries. It’s primary effect is to disrupt long-distance teleportation effects on the Prime Material plane. This has resulted in a boom in shipping and transportation-related industries, and in practical terms, makes travel far more important than it might otherwise be. The interference can be intermittent, and long range travel can be possible when the start and end points are both clear.
Unless very severe, Astral Interference does not affect summoning, or shorter range spells such as dimension door.

She seems to have some insight into future events, and seems to wish to guide them, though to what end is unknown.
